General Information

The Mechanical Unit of Code Administration is responsible for the health, safety and welfare of the citizens of Mobile in areas concerning heating, ventilation and air conditioning. This includes exhaust ducts and hoods for kitchens.

The Mechanical Unit consists of Al McNab, Mechanical Inspector I, Mike Smith, Mechanical Inspector I, Joe Laird, Mechanical Inspector II, and Eddy Velaski, Chief Mechanical Inspector.

All four inspectors are certified as Mechanical Inspectors and Mechanical Plans Examiners, through the Southern Building Code Congress International. Joe and Eddy are certified through SBCCI, for legal and management, while Eddy is also certified as a Chief Mechanical Code Analyst and as a Certified Building Official.

Joe, handles most of the plan reviews, and along with Mike and Al, performs inspections in the field.

The current codes being enforced by the Mechanical Unit are the 2000 International Mechanical Code and the 2000 International Residential Code.

  • What is a Mechanical Permit? (Mechanical Permit Application (pdf))

    A Mechanical Permit grants legal permission to install or replace HVAC duct or equipment within the city limits of Mobile.

  • When is a permit required? (Mechanical Permit Application (pdf))

    A permit is required prior to anyone performing any mechanical work.

  • What is considered mechanical work?

    Mechanical work includes any installation, or replacement of Heating, Ventilation Air Conditioning or Refrigeration equipment and/or ductwork. Ventilation includes kitchen exhaust, building exhaust, and dryer exhaust duct and/or equipment.

  • Who is allowed to perform mechanical work?

    Contractors that are licensed by the City of Mobile and Homeowners when work is performed by themselves on their primary residence.

  • How do you become a licensed contractor?

    To be licensed by the City of Mobile, you must first be a Certified Contractor by the Alabama Board of Heating and Air Conditioning Contractors. You must also provide the City of Mobile with a $10,000.00 Bond on the appropriate bond form

  • How do I become a Certified Contractor?

    You would need to contact the Alabama Board of Heating and Air Conditioning Contractors Board at 1-866-855-1912 or on the web at www.hvacboard.state.al.us for further information.

  • How do I get more information on a City of Mobile license?

    You may contact the Revenue Department at (251) 208-7462 for license information.

  • Bonds

    Contractors are required to post a $10,000.00 bond on the appropriate bond form
    (pdf).

  • How do I obtain a permit?

    You may obtain a permit by coming to either location of Urban Development. If you are a homeowner attempting to obtain a permit, you will need to have a Mechanical Affidavit
    (pdf) and take a short test. The test is to ensure that you have the knowledge to safely perform the work.

  • What codes are being enforced?

    2011 International Mechanical Code, 2011 International Residential Code plus local Mechanical Code Ordinance
    (pdf) amendments.

  • What inspections are required for mechanical work?

    There are normally three inspections required for mechanical work. They are:

    1. Underground inspection shall be made after trenches or ditches are excavated and bedded, piping installed, and before backfill is put in place.
    2. Rough-in inspection shall be made after the roof, framing, fireblocking and bracing are in place and all ducting and other components to be concealed are complete, and prior to the installation of wall or ceiling membranes.
    3. Final inspection shall be made upon completion of the mechanical system.

      There may be more or less inspections required for some work.
